Fixing the Boulevard of Death?

NY1 reports Mayor Bloomberg announced the final round of pedestrian safety improvements to Queens Boulevard, aka the Boulevard Of Death.

Perhaps if the road had not been allowed to be widened to highway proportions to begin with, this would not be an issue. (Some speculate it was the city's original plan to transform QB into a highway.)
